Resumo: A presente dissertação estuda o processo de implantação do Projeto Global da Agenda 21 na histórica Ouro Preto, Estado de Minas Gerais, como parte do Programa de Extensão da Universidade Federal de Ouro Preto. O ciclo do ouro, no Brasil, constituiu a maior produção do metal na história do mundo, fazendo de Ouro Preto a capital do Estado de Minas Gerais e o principal centro econômico, político e cultural da época. Isso porque o ouro extraído entre 1700 e 1770 era equivalente à produção inteira da América, da descoberta até 1850, ou à metade da produção mundial dos séculos XVI, XVII e XVIII. Portanto a história da cidade e da região que a circunda está estritamente ligada à mineração, desde a primeira corrida do ouro, na última década do séc 17. Mesmo assim, Ouro Preto sofreu revezes econômicos, ciclo representado pela exaustão de reservas de ouro no fim do século XVIII, e pela transferência da capital do Estado para Belo Horizonte, no fim do século XIX. Hoje a cidade, declarada Patrimônio Cultural da Humanidade pela UNESCO, tem economia muito diversa, cujas bases são o turismo, a educação (valorizada com a Universidade Federal de Ouro Preto, o Centro Federal de Educação Tecnológica de Ouro Preto e a Fundação de Artes de Ouro Preto) e a indústria, em que se inclui a mineração. O setor mineral é igualmente diversificado, havendo grandes minas (em especial de minério de ferro), bauxita, ouro, topázio imperial e quartzito, este como rocha ornamental. As grandes mineradoras têm direitos minerários sobre grande parte das terras da região de Ouro Preto e contribuem fortemente na economia local. Mas a região possui também minas pequenas, artesanais, que trabalham com topázio imperial, quartzito e esteatito, operando na ilegalidade, com sérios problemas ambientais, de saúde e sociais. Embora o número varie com economia vigente, a mineração de pequena escala é representativa para a população da cidade. Há vários desafios para a Agenda 21 Mineral no alcance da preservação ambiental e do desenvolvimento socioeconômico de Ouro Preto e região, e dentre eles estão as questões legais que envolvem artesãos e garimpeiros, educação e transferência de tecnologia. Este trabalho é uma experiência pioneira em nível local que visa a inclusão de uma rede de trabalhadores da mineração historicamente excluídos do contexto social, esta inclusão envolve o governo federal, estado, poder público local, a universidade e vários colaboradores. Ele relata e analisa as atuações no processo de legalização de garimpeiros locais, expõe os resultados e faz algumas sugestões para futures ações dentro desse contexto.
Resumo em outra língua: The present dissertation relates the process of implementation of the global Project Agenda 21 at local level, specifically in the historical mining city of Ouro Preto, in the state of Minas Gerais, Brazil, led by an extension programme of the Federal University of Ouro Preto. The history of Ouro Preto and neighbouring region is strictly linked with mining since the first gold rush in Brazil in the last decade of the 17th Century. The gold mining cycle in Brazil represented the greatest burst in the production of this metal to have ever happened in the world history, having Ouro Preto as the principal political, cultural and economic town in the country as the capital of the Minas Gerais State. The gold extracted between 1700 and 1770 was equivalent to the entire production of the America’s from the time of their discovery until 1850, or the half of the world production in the 16th, 17th and 18th centuries. Despite this richness Ouro Preto suffered ups and downs in your economy and importance most then related to mineral production. This cycle is represented by the exhaustion of gold reserves in the end of the 18th century and the moving of the capital of the state to Belo Horizonte City in the end of the 19th Century. Today the town has a very diverse economy based on tourism (Cultural Heritage of Mankind declared by UNESCO), education (University and Technical School) and industry which include the mining. The mineral sector is also diverse including large mines (especially iron ore) but also bauxite, gold, imperial topaz and quartzite and steatite as dimension stones. Large mines have the rights over most of the Ouro Preto regions lands and strongly contribute to the local economy. On the other hand, the region is filled of small, artisanal mines, for imperial topaz, quartzite and steatite operating illegally with several environmental, health and social problems. The number, although varies with the economy mood, of artisanal miners are very representative in the town population. The challenges faced by the mineral agenda 21 compass, mainly, the legal issues about mining rights for artisanal miners as well as education and technology transfer in order to reach the environmental preservation and the socioeconomic and cultural sustainable development for the Ouro Preto region. As a pioneer experience at local level, including historical excluded and vulnerable workers of the mining chain, government at federal, state and local level, the academy and the legal sector, technical mining, legal and environmental experts. This dissertation relates the process, the challenges, the initial results, as the programme is taking place and makes suggestions concerning future actions.
